Approvals from Bureau of Indian Standards

The Bureau of Indian Standards offers various variants Product Certification Schemes, the prominent ones being 'ISI Mark Licensing' and 'Registration (commonly known as CRS)'. Both the Schemes could be subscribed to on Voluntary basis for demonstrating compliance of their goods to Indian Standards by the manufacturers. In addition, Licensing for ISI Mark is also available for Overseas Manufacturers under Foreign Manufacturers Certification Scheme (FMCS)

ISI Mark Licensing Scheme (BIS Certification)

ISI Mark Licensing is a stringent and Complex Scheme of Certification. It is based on Model of Type 5 Scheme of ISO/IEC 17067. The certification involves testing of product to relevant Indian Standards, Factory Inspection of the Manufacturing Unit followed by periodic testing, factory inspections and market and factory surveillance. Factory Inspection is done to ascertain compliance of the Quality Management System as well as to verify the competence and availability of test infrastructure at the Factory to test the produce to Scheme for Testing and Inspection notified by BIS for the respective products. Periodic Factory Inspections and pick up of sealed samples for independent testing are part of the process. Licensing Scheme empowers the manufacturers to use ISI Mark on their products. ISI Mark becomes mandatory when so notified by any regulating Ministry in India. The manufacturers could use ISI mark logo with respective License Number on their certified goods under this Scheme. The list of items notified for Mandatory ISI Mark License include certain categories of Cement, Household Electrical Goods, Cables, Plugs and Sockets, Food and Food products, Cylinders, Steel, Tyres and Tubes, Pressure Cookers, Water Heaters, Toys, Glass Sheets, Stoves, Kitchen Appliances, Chemical and Pesticides, Certain Food Products etc. For latest list one can refer to the website of the BIS https://bis.gov.in

The conformity under the Licensing Schemes is ensured by regular factory surveillance and testing of samples, drawn both from the market/factory.

WHO CAN APPLY?

Indian Manufacturers or Manufacturers Abroad with established Authorised Indian (Local) Representative (ALR) could apply for grant of License or Registration, as needed. For ISI Mark License, Manufacturers abroad are covered under the Foreign Manufacturers Certification Scheme (FMCS)

REQUIREMENT FOR BIS LICENCE / REGISTRATION

Basic Rules

• ISI Mark License granted only to Manufacturers and not to traders / brand owners etc.
• Overseas Manufacturers must have an Authorized Indian Representative and are covered by Foreign Manufacturers Certification Scheme (FMCS)
• Manufacturer / Brand Owner etc. having multiple factory locations for one product, would have to apply for separate Licensing for each factory location
• Separate category of products of a manufacturer coming out of the same factory are granted independent license
• Same product of a manufacturer supporting different brands would need to be licensed independently for each brand.
• However, products of the same category from the same manufacturer can have different models, that could be covered under the same license.
• Similarly, products of the same category from the same manufacturer qualifying family guidelines of BIS could be licensed under the same license as family models
• BIS may allow as per its Scheme for Testing and Inspection (STI) and series guidelines for each product to cover family of products (models) under once License.
• Documents Required for ISI Mark License
• Legal Entity Status Document of Manufacturer (with Authenticated English Translation, if not in official Indian Language)
• Legal Entity Status Document of the Authorised Indian Representative (with Authenticated English Translation, if not in official Indian Language) for applicants under FMCS
• An Authorisation / Agreement between the Manufacturer and the ALR (Format could be provided on demand) signed and stamped by CEO of the Manufacturing Unit for applicants under FMCS
• Declaration justifying similarity of family models of products (against notified series guidelines), in case the request is for approval of series
• Trade Mark Registration Copy (Brand Name Registration) along with No Objection from Trade Mark / brand Owner in favour of Factory to use the same
• Filled in Application Form, duly signed and stamped by CEO of Manufacturing Unit (countersigned by the ALR for applicants under FMCS)
• Copy of Test Report (also Original Report) for the product from a BIS Recognised Test Lab (in case of processing under expedited Licensing Procedure is to be requested)
• Undertaking as per BIS Format signed by ALR / CEO of Manufacturing Unit
• All documents must be signed and stamped by the Manufacturer (and for applicants under FMCS countersigned by ALR)
• List of Management and key Staff
• List of Staff in Quality
• List of Machinery and Test Equipment
• Details of Quality Management System established in factory
• Records for in-house and external testing done
• IQC/ In-Process / Final Testing Records
